Gerald Tschabold: 1805. Austerity Vs Enhancement – The Challenge of the AO-177 Jumbo Contract Design. 1988.

Abstract

This paper describes the contract design weight estimate process for jumboizing the AO 177 Class Fleet Oiler. It began with a statement of the Navy’s design goals and culminated in the issuance of three complete weight estimates reflecting three different versions of a jumboized oiler: the enhanced oil-only, the austere oil-only, and the oil-munitions version. The success of the weight estimate effort is largely due to organization of the weight data base and careful attention to detail while ensuring the continuity, integrity, and timeliness of the weight estimating process. This allowed a flexible response to changing requirements and early forecast of weight and moment trends.
