Abstract
The purpose of this discussion is to outline the background that ultimately, led to the implementation o f a time accounting and cost allocation system in the Engineering Department at United Airlines. It is called PACE, an acronym derived from the words Planning And Control for Engineering. I must emphasize that the interpretation I’m giving here is that of the writer, a user of the system only, and not one of its developers. As such it should not be taken as a definitive dissertation.
