Due to the fact that towards the end of the preliminary design phase, at the latest when the contracts with the launching customers are to be signed, the strategic parameters must have been fixed and the final policy decisions should have been made. So, these weights and parameters discussed in this paper are only for phases up to go-ahead. Also, a general guideline of the process of the weight strategy decisions is described.
