Abstract
A six-segment management model is presented. Each segment of this model represents a major area in a new product development program. To control development risks, in a cost optimized way, the development program manager must understand and apply techniques for assuring the adequacy of each of these six areas. More specifically, he must assure that the skills and techniques of many types of specialist engineer are integrated into each of these six areas.
In this paper, safety engineering is used to illustrate the mechanics of integration. However, these mechanics are equally applicable to weights engineering, reliability, maintainability, and all other types of specialist engineering.
The first segment of the model covers integration of specialist engineers into ‘systems requirement definition’ or the system engineering documentation process. The second covers preparation of five basic types of development program plans.’ The third segment covers integration of system requirements, scheduling, and funding of specialist engineering activities into ‘work breakdown structures,’ ‘cost accounts,’ and ‘work packages.’ The fourth covers ‘requirement communication’ by line organizations. The fifth covers ‘performance measurement’ based on work package data. The sixth covers ‘baseline requirements achievement tracking.
The Conclusion states that all types of specialist engineer, including weights engineers, can contribute more effectively to cost optimized development programs if they understand and apply the techniques represented by the six-segment management model.
